Background of the Study
Local government autonomy is widely regarded as a critical component of democratic decentralization, enabling local authorities to tailor policies and services to the specific needs of their communities. In Sagamu Local Government Area of Ogun State, efforts to implement autonomy have encountered various challenges. Despite the constitutional provisions that grant local governments a degree of self-governance, issues such as inadequate funding, bureaucratic interference, and political patronage have impeded effective autonomous functioning (Ade, 2023). Recent research indicates that these challenges compromise the capacity of local governments to deliver services and engage in participatory governance (Okafor, 2024). Moreover, the tension between state and local authorities over jurisdiction and resource allocation further complicates the realization of true autonomy (Chukwu, 2025). This study evaluates the challenges facing local government autonomy in Sagamu, focusing on the structural, financial, and political factors that limit independent decision-making. Through comprehensive analysis, the research seeks to identify potential strategies to overcome these barriers and enhance local governance efficiency.
Statement of the Problem
In Sagamu, despite the constitutional mandate for local government autonomy, practical implementation remains fraught with challenges. Administrative interference, funding constraints, and political dynamics have hindered the ability of local authorities to exercise independent governance. This disconnect between policy provisions and real-world practices has resulted in suboptimal service delivery and limited community participation. The study seeks to analyze these challenges in detail and propose solutions to bridge the gap between autonomous ideals and operational realities (Ade, 2023; Okafor, 2024).
Objectives of the Study:
To identify the challenges impeding the implementation of local government autonomy in Sagamu.
To assess the impact of these challenges on local governance and service delivery.
To recommend strategies for enhancing the operational independence of local governments.
Research Questions:
What are the key challenges in implementing local government autonomy in Sagamu?
How do funding and bureaucratic issues affect autonomous governance?
What reforms can facilitate effective local government autonomy?
Research Hypotheses:
H1: Inadequate funding significantly impedes the implementation of local government autonomy.
H2: Bureaucratic interference negatively affects local government performance.
H3: Reforms in resource allocation can enhance autonomous governance.
Significance of the Study
This study is significant as it addresses the persistent challenges in implementing local government autonomy in Sagamu. The research findings will provide actionable insights for policymakers and local government leaders, promoting more effective and independent governance. By identifying key barriers and suggesting reforms, the study contributes to the broader goal of enhancing democratic decentralization (Ade, 2023; Chukwu, 2025).
Scope and Limitations of the Study:
This study is limited to evaluating the challenges of implementing local government autonomy in Sagamu Local Government Area, focusing on funding, administrative practices, and political dynamics.
Definitions of Terms:
Local Government Autonomy: The independent administrative and financial functioning of local government units.
Decentralization: The distribution of power from central to local authorities.
